Georgia – Official opening ceremony in Tbilisi of the EU-funded project "Capacity building in International Relations in Georgia"

On 7 March 2014, the official launch of the EU-funded project "Capacity building in International Relations, Georgia" took place at the Ministry of Foreign Affairs of Georgia, in Tbilisi. The programme, organised by the Diplomatic Training Centre of the MFA and the project team, counted with the welcome speeches of Ms Maia Panjikidze, Ministry of Foreign Affairs of Georgia and Mr Boris Iarochevitch, Minister Counsellor, representative of the EU Delegation to Georgia.

Egypt - Monitoring and Evaluation (M&E) training for the SAAP (Support to the Association Agreement Programme)

In January 2014, the College of Europe Development Office organised a training seminar in Egypt to explain 18 civil servants working on EU funded projects, how to monitor and evaluate their projects. One project manager from the Development Office, together with two trainers on M&E stayed one week in Cairo to deliver 4 days of training on the following topics: Logical Framework Approach (LFA), Result Based Management (RBM), Monitoring, Evaluation, Audit, Result Oriented Mission (ROM).

Algérie - Formation de diplomates de l'IDRI (Institut Diplomatique et des Relations Internationales)

'Energy Solidarity: cohesive force or structural weakness?'

Sami Andoura, Professor and Chairholder of the ALCOA Chair of European Energy Policy at the College of Europe and expert in EU Energy Policy and EU External Action, writes, in this edition of our newsletter, about 'Energy Solidarity'. Is Energy a weakness of the EU? In a context where energy has moved to the centre stage of EU policy-making, the College of Europe launched, in October 2013 and thanks to the support of the ALCOA Foundation, the Chair of European Energy Policy. « European energy policy, like a European Energy Community, includes three major components: competition that stimulates, cooperation that reinforces and solidarity that unites. »

The European Union is struggling to develop a Common Energy Policy. It is facing huge challenges in this respect, both within and outside its borders. The EU’s security of supply is again questioned by the ongoing crisis between Russia and Ukraine. And the EU is again discussing its energy future, through the adoption of a new Energy and Climate Package towards 2030. In this context, it is worth examining what energy solidarity means, and what can it bring concretely when addressing these challenges in the field of energy. 

Gradual but real increase in energy solidarity in Europe.

In a European energy history long marked by national independence and sovereignty, the principle of energy solidarity has become progressively a tangible reality, raised at the level of fundamental principle in European treaties.

It took the number of threats and failures, including gas crises between Russia and Ukraine, for the EU and its Member States advancing on the path of energy solidarity. The EU secured progress on the issue of energy solidarity by launching common initiatives in key areas such as: Internal security of supply for gas; progressive integration of national energy networks; diversification of energy sources and resources, etc. European institutions increasingly mention energy solidarity in their Strategies and Communications.


UNICEF – Workshop on EU Policies, Programmes and Partnerships for UNICEF MENA Senior Staff

On 25 and 26 March 2014, the College of Europe Development Office will welcome 20 UNICEF senior staff coming from the UNICEF countries and regional offices in Algeria, Djibouti, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Morocco, Palestine, Sudan, Syria, Tunisia and Yemen. The purpose of this workshop is to strengthen the EU-UNICEF policy dialogue and partnership at country and regional level within MENA region.

EU-funded project on Euro-Arab relations "El-Hiwar" (dialogue in Arabic) – First training seminar in Bruges

In June 2013, the College of Europe, in consortium with the British Council, has been awarded a 2-year EU funded project to organise seminars on EU-Arab relations. The first seminar will take place in Bruges on 7-10 April 2014 and will welcome diplomats of the League of Arab States (LAS).

"ENP: Preparing staff for EU-ENP related jobs" extended one more year

The College of Europe is pleased to announce that the EU-funded project "ENP: Preparing staff for EU-ENP related jobs" that the Development Office is managing since January 2011 has been extended till December 2014. New activities have been designed and proposed to the European Commission who welcomed and approved them to be implemented during this year: a one-week executive programme and a closing conference.

L'IGPDE (Institut de la Gestion Publique et du développement Economique) a sélectionné le Collège d'Europe pour développer et délivrer les formations en affaires européennes proposées aux fonctionnaires français du Ministère de l'Economie et des Finances.

Certification programme – First Trainers' meeting

In the framework of the Certification programme, the managing consortium formed by the College of Europe and CLS, together with the European School of Administration (ESA), organized the first Trainers' meeting on 21 February 2014, at the premises of the School in Brussels.

UNU-CRIS – Doctoral School in Quito: Call for applications

The Doctoral School is jointly organised by UNU-CRIS and the Universidad Andina, in collaboration with the Inter-American Development Bank (IDB), the Latin American Trade Network (LATN), GIGA, and the University of Barcelona. Its aim is to bring together a group of Ph.D. students and other young researchers for a series of lectures by leading senior academics in the field of Latin American, European and comparative regionalism, and to discuss their research projects in tutorial sessions.
